HOUSTON, TX — In response to the devastating 2025 Texas Hill Country flooding, John Black, co-founder of Daly & Black, P.C., is helping lead “Hearts of the Hills”—a $1 million GoFundMe campaign to fund a Kerr County flood alert system.
The fundraiser aims to protect lives by building the very infrastructure local officials identified nearly a decade ago, but were never able to implement due to repeated denials of state and federal funding. A recent USA Today investigation detailed how proposals for high-water sensors, evacuation sirens, and rainfall gauges were left unfunded. When the July 2025 Texas Hill Country flooding struck, those systems weren’t in place—leaving residents, campers, and emergency responders without critical warning.
Now, Daly & Black is calling on Texans and Hill Country supporters to step in and help fund this long-overdue flood early warning system.
The campaign will fund the installation of:
- Real-time river level gauges
- Rainfall sensors throughout the watershed
- Outdoor sirens to alert campers and residents
- A digital alert system delivering cell and web-based warnings
- Infrastructure to support coordinated emergency response and evacuations
A Message from John Black
“We are not here to blame anyone. Just here to fix a problem.
How? By taking matters into our own hands — for our kids, our camps, and our community. Alongside the efforts to make this a reality, Coleman Jamison and I collaborated to come up with a solution that will help play an integral role for years to come in the Kerr County community.
This is not a political undertaking. We are Texans, hurting just like you.
Be the change you want to see in the world. Whether you grew up tubing the river, singing camp songs under the cypress trees, sending your kids to the Guadalupe River each summer, or simply believe in protecting lives — please give what you can.”
— John Black, co-founder of Daly & Black, P.C.
Why This Matters
This is not a political initiative, and it is not about placing blame. It’s about fixing a long-standing public safety issue. Hearts of the Hills is powered by the belief that when institutions fall short, communities can still rise to protect each other.
100% of donations will go directly toward equipment, installation, and the creation of emergency infrastructure. All funds will be managed in collaboration with Kerr County officials to ensure transparency and measurable local impact.
Whether you grew up tubing the Guadalupe, sent your kids to Hill Country camps, or simply believe in supporting flood safety across Texas, this is your opportunity to help protect Kerr County families from future disaster.
Daly & Black, P.C., nationally recognized for its work on disaster recovery, is proud to stand behind this effort and urges others to do the same.
